For instance, here in New Mexico, our (Democratic) governor has closed down everything including liquor stores and golf courses. Yet, if I wanted to (which I won't) I could drive 4 hours up to Colorado or over to Texas and go to any liquor store and play as much golf as I wanted to.
Doesn't make sense to me. NM has had a total (as of today) 36 deaths from COVID-19, with every single one being either elderly or having pre existing conditions.
Because of your governor's quick action, you're going to get to play golf all summer. You're going to have to suck it up for a couple of more weeks, at which point New Mexico will have not only flattened the curve, but bent it downward. And then when things get restarted again (probably in staged increments, because you have a smart governor), they'll stay open.
Or you could be like South Dakota, where the curve looks like a ski slope pointing straight to the moon. They didn't close much, and they still aren't, and now they're going to be wrestling with this thing for months-- which is ridiculous given how spread out their population is and how little international tourism they get. If South Dakota had sucked it up a month ago they'd be just about done now. And if they try to re-start when their dear leader in DC tell them to, they're just going to have to shut it down again.
