It would be the jockey and horse at risk.
Many horses died by being capable of delivering more horsepower than the body could take.
A lot of people think veterinarians are great people but there's a lot of vets who are essentially scammers that upsell everything drastically and make crazy money. I know this from a first hand source veterinarian who admitted this. He would charge 1000 when they knew the customer would pay for a service that was only really worth 100-200. Some customers feel guilty if they opt to put down an animal and not pay the steep price. Humans tend to sympathize with dogs because they are unaware on a critical level of how dog brains actually function and the humans do not fully comprehend dog emotions so they over compensate and sympathize. Horse racing will continue to be dirty just like distance running which is turning into the old TDF.

Every article about this issue casually adds to the list of substances used "frog venom" and "cobra venom" as if yeah, of course those are performance enhancing drugs.
Which leads me to suspect that the Astros' Jose Altuve actually had a South American frog in his jersey and that's why he didn't want anyone tearing it off.

The upside to this is that veterinarians are open to making deals. One gave me 3 prices for having my cat put down. Cremate the cat and give you the ashes OR they dispose of the remains OR (the cheapest at $100) they give the dead cat back to you. I paid the $100 then varied my workout routine by digging the hole to bury the cat in out back yard.

It seems even worse... humans would have the ability to ask what they're being given. These trainers are giving it to animals that have no choice and at least one died.

They were all indicted on misbranding conspiracy. So the criminal charges were brought for the mislabeling of medications And, yes. If you don't mislabel the EPO bottle then you aren't breaking that particular law.

Read the indictments. Mislabeling of medications, administration of drugs without a prescription (sounds familiar...), conspiracy. Since it's the feds, there's probably a wire fraud or RICO claim in there as well.
