Possible, sure. I would be suspect though. Have you seen this regularly? Or was it a one off and other times you have felt like you were "maxing out" you saw a lower reading?
Sometimes heart rate monitors can give errant values either because of arrythmia (unlikely for most) or because of poor skin contact. For instance, dry skin and a tech shirt can sometimes give an errant reading on a chest strap HRM.
Wrist mounted HRMs are notorious for being errant during exercise.
I'm not sure about he answer to your question but I've been wearing a HR monitor since about 1995 when the first Polar units were available. The conventional rule that your maximum heart rate drops by 1 point for every year older you are does not really work for fit individuals. My maximum heart rate 25 years ago was 193 and today it is about 188. I used to run with a group of similarly talented runners at my last job who all could run long workouts at around the 7:00 minute/mile pace level. We would compare maximum heart rates and there was a huge variation with one guy whose maximum was 165 and another whose max HR was 220. The thing to remember is that differences between individuals means nothing in terms of relative fitness. What is important is how you vary over time. I pay far less attention to maximum HR than I do to resting HR because it can help you realize that you are over-training or ill and as you get fitter or perform Max VO2 work your resting rate should drop
