I'm looking to return to 800/1500m training after 5 years of inconsistent training for 5k's. Has anyone in a similar situation returned to the levels they used to compete at after moving back down, and if so how long did it take you?

Come on. I know that this is a long distance board, but there has to be some one out there that could give me some good advice on the subject.

...good advice? Well you could check out the Serpentine Runner's Club based in London, their elite coach is Frank Horwill who has some interesting articles in re training posted on their site.
Your biggest challenge will be increasing the amount of anaerobic work you will have to do.
Horwill's stuff is very grueling, but if you can handle it, or even 50% of it, you should show fine results.
I didn't move from 5K to 800 (ran the latter in college), but I seem to have moved from 800 back to 100 now after following Charlie Francis for about 18 months. I think the main thing is that you have to be patient and allow for a conversion period. It will likely take 2 seasons to be confortable in a new (or old) system. The first season, you learn what you are doing, and you will make some mistakes. You will need to build (or rebuild) some basic speed, and also speed-endurance of that new speed (and the latter takes longer). The SECOND season is when you find out what you are really capable of.
