It's a given that he is doping (and always has been) so there's no real point discussing it.

This. It also means he always needs to provide information about his whereabouts - so the WADA knew about him being in Vienna and could have sent someone to test him.
Also, nothing indicates doping - no suspicious coach, good since very young age (don't forget he beat the Two Great's at 19-20 (official age of 18 was wrong, he admitted himself)), and perhaps the biggest reason is that he has been consistent for over 20 years. Someone who is doping for performance boosts would be good for some time, but ultimately the body would break down because he is artificially operating above his talent level.
If you run for Kenya you will get accused of doping. That country has earned their reputation with countless failed tests of top athletes. . If they want the accusations to stop then the Kenyan federation need to clean up their act. Right now based on history it is fair to assume they are all juiced to the gills.

Athletics Kenya should just conceal positives like the US and UK federations. Especially since Kenya isn't a litigious society.

Particularly when the IAAF were helping them do it.

That would be like Coe demanding that all of Mo's and Paula's tests get repeated, including CIR testing.
Bolt, same thing, yes, and let's not forget the positive but covered up 'roid tests of unnamed Jamaican sprinters at the Olympics in Beijing.
INEOS held a lottery at the completion of the event and tested 30 of the athletes. Of course that’s no guarantee that he was tested, but 30 of the 42 athletes were tested.

Look toward Norway. The accusations never stops no matter how much you play with open cards and got the highest level of anti-doping work country wise. Its pathetic if it cant be backed up with actual arguments beside "its impossible to beat the best without getting dirty yourself".
