Is it really that hard to clean yourself up a bit and put on some real clothes?

The same reason people go to Mosque or Church in shorts, or to the market in pyjamas. Lack of respect, both for others and self.
A lot of hotel breakfasts are "free" but only are available until 9am and hotel checkout is 11am if you're not staying an additional day(s). people dont like to wake up that early but also do not want to pass up a free breakfast.
why are people on vacation up and dressed at 8:30 am?

Why can't people mind their own business?
Is it really that hard to worry about your damns self instead of what others are doing?
I can top that! One morning before breakfast, I shot an elephant in my pajamas.
Because the hotel hasn't started serving lunch yet.
Why do people post questions about clothing for hotel breakfast in a sub-forum named "Training Forum", with the description "Training related posts"?
Is that any less sloppy than eating hotel breakfast in pajamas?
I do all my training in my pajamas because I can beat all you slowpokes in my sleep.
Do people actually sleep in pajamas, or do they put on the pajamas after getting up specifically for the purpose of going to breakfast? Just curious because it seems like people wear pajamas out and about in certain settings fairly regularly, but I'm pretty sure it isn't that common to sleep in pajamas.
because they knew they would be thrown out if they weren't.

And lack of respect for yourself (!) and others?
Wft do I need to dress up to respect you?
We're not talking naked here.
I much rather eat breakfast with a person in pajamas than a guy in a suit...

I’m guessing your IQ is at least one standard deviation’s below the norm if you would rather do that.
I've never seen this at a hotel. And personally, I haven't owned pajamas in 30 years. If you have to wear something to bed, underwear is fine.
Not to get too personal, but the last person I ever saw in pajamas was a well-known celebrity who was at the end of his landmark block in Manhattan yelling at someone. It shouldn't take too long to figure out who matches that description, and you get no points for doing so.

So people shouldn't judge you for wearing pajamas, but you feel free to judge others for their clothing choices?
Whose pajamas do you expect them to go to breakfast in?
Wholeheartedly agree! Laziness, bad manners, and lack of public decorum are sure signs of a culture in decline. And things aren't getting better!

Not me, I dress up in a fancy, crisp dress shirt, dress pants and dress shoes. With this disguise, nobody suspects that I'm not actually a guest and just want a free brunch. Last time I sauntered right in while staff were throwing out a homeless guy.
The one exception is after a race, I just wear my warm-up kit and pretend I stayed there for the race.
I did this the other day. Why? Because they are comfortable.
