You can say that about anyone. That's why earlier I said if Mo uses the same tactics of taking the lead going into the bell lap, its gonna take something special to get him. Only major championship race Mo has lost since 2011 was world 2017 5k where the Ethiopians got the best of him going into the bell lap. The only other race he didn't have the lead going into the last lap and won was worlds 2015 vs Ndiku.
Point is, It's easy to say if so and so had the lead, they would've won. You can say the same about Mahkloufi and Willis in rio 2016 1500. If they had the lead at the bell, they wouldve beaten centro. But that's not the case because of the tactics used. You can say Rupp would've won gold in 2012 if he had the lead, but that's not the case. Tactics are everything and Mo was superior in that area. Mo puts himself in the right position almost every time.
