"admit"? It's not a coin toss - we all know that the ABP has extremely generous thresholds which allow many drug cheats to have inconspicuous values, see the Poistogova saga for example, or the Ashenden 2011 paper.
So then crashing through these generous thresholds is a sign of rather bold blood doping.
