the IAAF is not doing a very good job of hiding the fact they are actively trying to kill long distance events and field events, it seems
did some research and i can say the answer is confirmed yes.
for 2015-2019, it's easy to verify by just clicking on the result PDFs on the diamond league website and searching for LJ or TJ. every DL meet in those five years had at least one horizontal jump.
for 2010-2014, i had to go to their stats page

and show all men's LJ performances in a certain year, check off which DL meets were present, then go to men's TJ and check off the remaining meets, then go to women's LJ, etc. until all of the meet locations were checked for that year. here are the results:
2014: all meets had men's LJ except shanghai, eugene, roma, oslo, paris, zurich, and all of those meets had men's TJ
2013: all meets had men's LJ except doha, roma, oslo, new york, lausanne, monaco, bruxelles, and all of those meets had men's TJ, except oslo, which had women's LJ
2012: all meets had men's LJ except eugene, oslo, paris, lausanne, stockholm, zurich, and all of those meets had men's TJ, except lausanne, which had women's LJ
2011: all meets had men's LJ except doha, roma, birmingham, new york, lausanne, monaco, bruxelles, and all of those meets had men's TJ
2010: all meets had men's LJ except doha, oslo, new york, paris, lausanne, stockholm, bruxelles, and all of those meets had men's TJ, except oslo and lausanne, which had women's LJ
kinda lends some credence to will claye's complaints and christian taylor's comments earlier about fearing the DL will cut his event.

to be more clear, based on the wording of the title the answer is no. was answering yes to this being the first ever meet without any horizontal jumps.
