Yes. There will always be at least three per sex who are thrilled to score a modest bonus from Skechers, Altra, Oiselle, or Rabbit for making that trip, even if it's just a set of winter running gear and a new trucker hat.
There is a 2:16 standard and they are getting deep into list.
If chasing 2:11:30, traveling to Doha for a midnight run in the heat seems crazy, Chicago or NYC appears a smarter decision.

If you haven't run under 2:14 already then you aren't getting under 2:11:30 anywhere except maybe a Revel race. It's probably also true for all who aren't sub-2:12 currently but for a rare few.
This list is outdated. There’s an updated version from Feb. that includes Grandma’s. The separation doesn’t matter, but the drop does. Grandma’s is eligible, while CIM is not. Here’s the info (you may have to register to access):

Still no official word on team that I can find.
Did Epperson jump the gun and announce before USATF made it official?
Shadrack Biwott (2:12:01), Andrew Epperson (2:13:11) and Elkanah Kibet (2:11:51)
Kelsey Bruce (2:31:53), Carrie Dimoff (2:30:54) and Roberta Groner (2:29:09)
