Pick a program, not a division. You won't be without competition.
He already made it clear he wants an athletic scholarship, and probably is not interested in an expensive DIII school. At his times he probably can earn a little money.
The reality is, SUNY schools are so cheap (hint: Geneseo, Fredonia or Brockport), a D2 with money is going to be about the same price. If he can get down to 1:52-1:53, it might tip the scales.
The state school system in NY is really good.
