Currently the old/disabled have insurance & they don’t work. It’s a way of dealing with the smallest/most inevitable part of the problem. Dealing with workers is bigger, since most people work, but so much more productive.

It’s also possible because NYC has a functioning government. I’m jealous!
It might sound crazy only for USA citizens that are forced to pay thousand for covering basic medical needs. But in rest of the world, even in Canada, people get most of it for free and government covers it from taxes. So, why don't you take a look at oversees services and just compare some prices? You will be surprised.
