You seem to be having a hard time tracking the criteria.
1) Aliens and UFOs were NEVER nearly universally accepted. Indeed, they were always about as far from that as you can get - believers in UFOs have always been considered crackpots.
2) The status of UFO/alien belief has never had a dramatic turnaround. Always a fringe element of society and still is.
3) Randomly guessing that the government was behind the notion of UFOs/aliens is not even in the same galaxy as showing that the government was ever behind some giant hoax. Perhaps not even in the same universe.
