not certain what is meant by the outcast aspect.
Road races would seem to not exist without the average guy runners who don't receive free product from their sponsors.
It is doubtful a town would shut down roads for a 5k race for a group of 30 invited sponsored runners.
And marathon races in most every town would become extinct.
I don't know about Great, but I think it would be exciting if all races forced people to run fast, by setting some traps or danger for the slow people, maybe some wolves could chase people. Also, the crowd could be allowed to throw objects at runners, heavier objects at slower people, especially at heavy people.
Lower cost of races.
No t-shirts or finisher medals.
Only Top man and woman under 40 and over 40 receive trophy and 500 clams.
No cell phones or ipods allowed.
Anyone who can't finish race in certain time is booed, verbally abused, and shamed
by runners who complete race in competitive time.

Prior to one of the Toronto Marathons I had the opportunity to talk to Reid Coolsaet. He said he was eternally grateful to the recreational runners who make these things possible. If it wasn't for them the Toronto Marathon would consist of 25 laps of High Park, or 11 laps if you want to run up Spring Road Hill 11 times.
It is great and it will improve even more.
Running was elevated to a higher echelon that ever before when themed races entered the pictures. Tough Mudders, Spartan Races, Urbanathlons, etc. have transcended the old fashioned rinky dink "just run" races.

It's likely that you have no choice.
