Here's why I believe the answer is #1.
I know it's a different sport, but did Chris Webber ever PLAY for the Orlando Magic? No. He was drafted by them, but never actually played for them. Nobody would argue that Chris Webber goes down as an Orlando Magic player. By that logic, the only people who can say they played in the NFL are those who actually got on the field in a regular-season (or playoff) NFL game.
The others are just pretenders. Technically, pre-season games are part of the NFL. But they are exhibition games. They don't count.
I have been to the Olympics. Saw a baseball game, a volleyball game, and Michael Johnson win from row 8 not to far from the finish line.
I had a friend who signed as a free agent with the cowboys. Never played in a game just in the practice squad. When people say he's with the cowboys he corrects them. He ends up getting more tail because chicks respect his honesty and modestry.
