The real, non-sensical answer is Alan Webb. It is pretty clear that he is the number 1 most talked about runner in the history of LRC, and hes still of the age where he SHOULD BE competitive.
Ryan Hall would be number 2.

Technically literally he isn't gone, although many haters will say he is, but when Bekele gets the marathon world record and olympic marathon gold they will be forced to say he's literally back again. So, when he won his second Footlocker title as a junior, his age was really that of a typical senior. He graduated at 18 after just three years in high school--he would have turned 19 and been ineligible to compete if he hadn't.

Verzbicas was from a middle class family in Lithuania, with a mother who was a National recordholder. Lithuania also has an established healthcare system.
If he was an age-cheat, then he was by far the worst age-cheat in history, given that he "chose" an age that was a year too old for his grade to begin with, and graduated early, thereby nullifying much of the benefits he could have had.
