As far as sprinters declining quickly, it shouldn’t be that way: Kim Collins was a 9.9 - 10.1 sprinter for about 20 years. He didn’t overtrain. After watching some footage on usain bolt workouts, it doesn’t surprise me that he declined past 25. His coach worked him too hard.

It's a mix, to win a big stage race you need to have a strong team to help you, and also be a really strong climber and time trialist.

What he did makes no sense. Purely by a mathematical ratio, 0.2 seconds off the 100m world record would equate to about 15 - 16 seconds in the 5000m. So a 9.78 would be about 12:53. This would be top-70 all-time, and if we only count a single performance per individual, would fall between 25 - 35 or so.
Sprinters don't need pacers. They have to go all out in finals in most cases and so we see what they can really do at max, whereas the distance runners have a penalty for taking first at any point until the end, so they run slowly. But the sprinters are also closer to the best in the world than the distance runners because the best distance running talent is in Kenya and Ethiopia, not in the NCAA, for the most part, while the best sprinting talent historically has been in the NCAA, with a few exceptions for Jamaica and South Africa and Nigeria.
Sprinting ability is more innate. Distance running takes genetic talent, but more time to develop than sprinting.
