(1) Tech sales guys working retail in stores like Target or Best Buy
(2) College athletes in big time sports in big schools. (They bring in a ton of money to the school and get an inferior education with no health benefits.)

I agree completely with college athletes. The NCAA is a pure exploitation machine.
Another is shoe-shiners. There's nothing like a good spitshine. "Now go home and get your shinebox." -
Teachers, coaches, or most people that work closely with people.
The most important work is when you are helping other people and it's also the most
gratifying even if the pay is low. -
Lawn / landscape workers -- you might pay an exorbitant $40-50 per man hour for raking or hedge trimming -- but those guys get min wage or just over. I did it once when I was 19 and started my own mowing business the next year and was making $40 per hour consistently.

Maybe it would be nice if the company endeavored to pay someone x if they were worth x and to pay them x+1 if they were worth x+1. -

Congressional staffers maybe? I've read low level staffers make about $30 or $35K (in the DC Metro area to boot), working awful hours for generally terrible people (my guess is only those with monstrous egos become congresspeople). I imagine many are sharp, hard-working, ambitious people. I guess they do it to be "near the action" or something.
Any job with lots of turnover would meet most definitions of underpaid (provided that they're leaving to make more money, not because they've been fired). From google:
Nurses
Child-care workers
Accounting
Telemarketing
Movie Theater employees (doesn't sound like a bad first-time job, who knew?)
Hotel/Restaurant
Sales.
