Where does it say that it is not allowed? One isn't allowed to call the athlete ahead of time, for obvious reasons, but when the athlete does not respond to the doorbell, the phone is the next step (along with shouting and knocking). See for example the Rollins case.
The Rollins case was also wrong .
Ukad allows a single call at the end of an attempt to test .
Was this a one hour slot notified test ?
If not then the athlete has no obligation to actually be in when the tester calls .
If it was a one specified hour test then he would have had to fill Adams in and as such would not have pre informed that he had retired.
Either way something does not make sense.
