The only weights that runners should be lifting are heavy. It develops muscle recruitment patterns (especially for fast twitch fibers, which are essential in the late stages of a marathon when slow twitch fibers are exhausted), without hypertrophy (which runners typically want to avoid).
That'll keep her strong for years to come. Eventually the fear of the weight room for distance runners will begin to make sense.

As for the long term effect of locking out the knees it's probably no worse for health than the NOP drug regime.
Consider that maybe Hasay wouldn't be as good as she is without doing this, she might have already retired due to typical runner type injuries caused by muscle weaknesses from those who ignore the importance of strength.
One of the points of the weights she is doing is to increase the power of each stride, therefore, at marathon pace each foot plant is a smaller percentage of the power her leg can generate, making the pace easier, she can then increase her pace ... run faster.
I question though the need to do half squats, 1/4 squats are more specific to running biomechanics. Two weeks out (9/25 date on the instagram) is plenty of time to recover from that session.
For those that do no do weights, hills and speed work (200m and less, particularly 100m, notably the acceleration phase) are somewhat similar. It's no wonder many distance runners get injured when they try to ramp up speed work using long slow distance weakened muscles. The 'power' from LSD is aerobic, different than this power. Both are important.

She won't be getting a stress fracture any time soon. Her bone mass will be good througout her body. A big contrast to many other girls who are similarly skinny. 2.23.00 was an impressive debut, roll on Chicago.

let's all be honest. There is almost no one who started lifting weights to compliment running and has regretted it.

I remember when dathan ritzenhein spent boatloads of time correcting his running form and doing cryotherapy and people were saying the same crap
Now Jordan hasay does similar cutting edge crap and everyone looks at it as the next and best thing
