I'm guessing he's looking at two groups:
Non-progressive: Plans for runners already running very high mileage, focused on keeping mileage fairly constant and hitting key workouts related to the marathon, maybe increasing the distance of those key workouts, but overall more based on fine tuning for an advanced runner, building on years of base.
Progressive: Helps less advanced make that build from 30-40mpw up to very high mileage. More of a true build up off a smaller foundation to some peak weeks. The end of the program requires the base that is built at the beginning of the program.
Basically, a plan where someone may have to "get in shape" to start the plan, versus a plan that starts where you are today.
