Why? Do they look like IAAF files? Do you have experience assessing whether or not files are authentic IAAF files?
I know these files are from fancy bears (on their website). Fancy bears is likely associated with the russian government. That's all I know. I know fancy bears says these are IAAF files, but I have no idea if that's true and no reason to believe its true.
Anyone who takes the time and effort to cheat will certainly take the same time and effort to deny and try to look good with PR relations. Jus sayin

Look at the ordering. Clearly it is day/month/year. And the other document says (upper-left) Apr 2016.

He's a doper. Let's get real. He was beating top Kenyans in Steeplechase of all events. And those Kenyans were likely doping too. He is on the strong stuff concocted by Nike money.
Hagerstown is my hero. There is no reason to think he is doping. None. So he is the only human on earth who can run sub 8 without cheating. He is also the only white English speaker, and it has been proven again and again that white English speakers can do what no other human can do in distance running by out hardering everyone. If you found someone's medical records on the street, do you feel it would be ok to publish them online?
Doping is a major problem, but throwing anyone/everyone under the bus because maybe this information from an anonymous source might be true isn't even part of the solution. It just muddies the waters and certainly has nothing to do with journalism.
There's a big ick factor in this whole situation.
