Depends on how you're robbed. If it's a violent robbery where say you're punched in the face or beaten, I'd want to run over the scum too. Not saying it happened in this case
And as someone who worked retail security in a large department store and saw the same people stealing dozens of times, after continuous slaps on the wrists by the law, they should have been walking around with stumps as hands.

I can answer this. Took a course on it in college.
Police must get permission to pursue. They will usually not allow an officer to pursue a stop-sign runner through a school zone at 3pm, but will certainly allow the pursuit of a murder suspect.
Interestingly, they are almost never allowed to pursue crotch-rocket motorcycle/superbikes, because they can't catch them, anyway.
At least, that is the case in Mississippi. So, if the lady got permission from dispatch to pursue, she may be in the clear. I doubt that is the case.

Yes, citizen's arrests are a thing (check the laws in your jurisdiction). However, citizens usually have a lot less leeway over the use of deadly force to make an arrest.

i know where im at they arent allowed to chase motorcycles because they got sued after a biker died while being chased.

i dont wanna run anyone over but if someone is running with my kid for example. youd better believe im goig after them. why is this diff? because of the stakes? if so that seems like a judgment call then vs a hard yes or no

It is different because you are defending someone from an existing physical threat rather than responding to a past threat. Someone who is running off with your stuff no longer presents a physical threat to you. Someone who is running off with your kids is in the act of threatening their safety.

That was part of Rosa Parks and Martin Luther King's method of protest. You display your unhappiness with a law by protesting, but you also accept your punishment for breaking that law.
