I'm going over the Mesa-PHX Marathon results right now. I've found 3 definite cheaters and 2 possibles so far.

My favorite - Jeffrey Donnelly ran it. Looks like it may have been legit - or he cheated to a 5 hour finish.

A few bucks and a few clicks v. going back and biking the course at 1:21 pace? Not even close.

The twitter is likely fake. Archive.org shows the same username with a join date of May 2011. Now the same username has a join date of Feb 2017.
