I am pretty sure this is not allowed--or at least should not be. After all they are not making money.

The NCAA rule thing seems a little unclear based on the story I linked above.
SEC schools fine student-athletes for missed tutors, missed study hall, missed academic appointments ALL THE TIME. Can't fine them for athletic reasons.
