This is really the only relevant issue.
Nobody determined that anybody did anything wrong. They decided it was cheaper to settle than to fight.
Most of the money is likely to go to the woman's lawyer. They are the only ones who win in this.
This is not a new development.

I think most of us agree that it's crazy that she is going to get a payout, but that is the price we pay for having a system that also helps prevent a teacher from being fired for having different political views from the principal.
The fact is that payouts happen all time time. It's cheaper than fighting. Usually they happen quietly. I think this woman made a very poor choice by not taking whatever initial severance she was offered. The amount she will end up with (35-40K) is probably similar to what she was offered before lawyering up and now everyone knows she is a drunk.

I don't see what's wrong with this scenario. People who make mistakes or commit crimes still have basic rights under the law. If wanting your country back means reverting to a time before those rights were protected then you're looking for a time well before the constitution.
The article admits to not knowing the legality, but I assume it was against the law to release her BAC.

I have no idea why you would assume that. I cannot think of a likely theory for why that would be illegal.
The suit filed (from best I can tell) is civil for infliction of emotional distress. That does not require any proof of illegality.
The suit was settled because cost of fighting it would be more than the cost to settle. That does not mean the suit had any merit at all. In fact that is pretty much the definition of a nuisance suit.

In all fairness, as a Conservative Libertarian I am greatly disappointed to hear or read threads like this from a supposedly like-minded individual who values liberty. Despite this woman's obvious misconduct per the information provided, individual liberties and due process should not be violated just for some vague notion of carrying out 'law and order.' All persons, innocent and guilty, deserve to be treated fairly under the law.
