I used to train with two guys who could run 1:14 half-marathons at the age of 46, and 10 miles in 59 minutes at the age of 59.
They did not call themselves professional.
Depends on your definition of 'professional' I guess. Back in Fred's hey day, in the 50's and 60's, if you received money for anything than legitimate expenses and were discovered then you were considered professional and banned from competing. Of course, the officials who made the rules had their noses well and truly in the trough.
If Josh was receiving money when he says: "2012 - 2013: Professional Male", and was putting in the requisite training hours in his chosen sport, then that makes him professional by my definition. His half-marathon during this time when he finished 1st (don't know where you got the 1:19 from) was 1:16.56.
