There's no subsidized housing that I know of in Atherton/Woodside/Hillsborough/Los Altos Hills zip codes (although there may be company housing--Stanford owns land in Los Altos Hills that is set aside for tenured professors to live on, but I'm fairly sure it's in a Stanford or Palo Alto zip code, and Google has some housing for employees, although that's definitely in Palo Alto, not Atherton/Woodside/etc).
Many of the other areas are vacation spots--Miami Beach FL, Sagaponack NY, Aspen CO, etc--and I imagine the high property values are heavily due to luxury homes owned by CEOs who want occasional trips to the beach or the Hamptons.

If you really mean wealth than in Portland OR I would say having a home paid off and about 4-5 million in net financial assets would make you considered wealthy. If you mean a salary. $200K should allow you to get by well enough in Portland's West Hills with a couple kids.
