This is not possible. The area is what makes the house valuable and the whole area is in designated flood plain. If you raise 2 ft there are no restrictions.
I lived in Tucson in the 1980's and people were building in the riverbed, which was a 100 year flood zone. There was a 100 year flood and all the homes were wiped out, completely gone. They all rebuilt. A few years later there was another 100 year flood. Why anyone would buy a home in a flood zone is a mystery.
