It's definitely the same thing. Maybe now they have an established World Youths, they think it's too confusing having Youths and Juniors. Easier to have world U18s and world U20s. U20s means under 20 years of age at the end of this year, ie born 1997 or later.

Yes, the IAAF site explained it in detail- the formally known "world junior championships" would now be referred to as the "U20" championships to provide consistancy across multiple platforms and avoid confusion down the line.
