How come Drew Hunter is able to excel in the 800/1600 and 3200 at once. People tell me that you have to focus on either then 800/1600 or 1600/3200. His PR's though show he's nationally great at all 3. 1:48, 3:58 (Mile), and 8:43 are amazing times.

They are all great times, you're right.
But, he is not an 800 runner. He could maybe improve by a second or 2 in the 800 which would still not be world class. On the flip side, I could see him becoming world class in longer distances.
Yeah, his 800 is not as good.
Webb was 1:47/3:53/8:45 in high school, went on to be 1:43/3:46/13:11/27:30 now THAT is range.
The common problem seems to be milers who are too specialized. Centro, Manzano, Willis, etc could all be great 800 or 5000 runners as well, but they just stay in their mile bubble

Gets harder as you move up the ranks. He's talented enough to pull it off at the high school level, but as he develops in the NCAA, will he be able to get down under 1:45 in the 800m while posting 5,000 times of equal quality?
Who is Andrew Hunter?

Yea we will see what he amounts to in college .... When it actually counts
If properly trained any athlete should be very nearly as good at the distances below and above their chosen event. A 1500 runner should be capable of comparable times at 800 and 3000 (5000 is a slightly different matter). Of course, lack of suitable competitive opportunities might mean that these times are not actually produced; some top 1500 runners say that they find it difficult to get into top class 800 races, for example.
What about pure 800 meter guys, for example Rushida. He can do around a 45 400 I believe and a high 1:40 800. But can he be competive in a 1500?
