Bubka had a contract with Nike where he would get money (I think $100,000?) everytime he broke the world record. Because of that, he purposely broke the record each time by only one centimeter (0.01 meters). If he didn't do that, he would've easily broken 20 feet much earlier. I believe close to 21 feet was entirely realistic for Bubka. He was, and still is, in a class by himself.
