Townes Van Zandt. This Heartworn Highways clip gets me every time.
This next one, dear to my heart, is not so much a singer who "conveys emotion in his lyrics", as much as being the emotion itself. Hope their are some stooges fans out there, this is the real thing. Give it a listen. From the man who claimed to have ended the '60s. And if there's one thing i like even much as Iggy's work, it's the amazing guitar of Ron Asheton of the stooges, and the rest of the band.
Here's a good snippet i found about Iggy and his place in rock:

Thank god someone posted some Townes Van Zandt. He should be the standard for the way you sing carrying as much weight as the words themselves, which are also weighty. I don't always know exactly what Townes means when he sings, but just he way he does it makes it somehow important.
On the flip side of the equation, I will nominate Adele as being very poor in this regard. I have found that in most of her songs she puts the emotional big voice singing on the wrong part of the song. Great voice but frequently oddly executed.

Hard to find more raw emotion than Rotten. Agreed there. As a side note, Liam Gallagher brings a ton of emotion to words he does not write.

Agreed. The most powerful singers aren't the ones with overly emotive singing, its the weight of the restrained emotion that is the most powerful, and I think Townes did it best. Like you said - both lyrics (imo one of the greatest American songwriters) and style of singing.
His live stuff is the best, more stripped down and raw than the album productions.
Can't fail to mention Alison Mossheart of Dead Weather if you're talking emotion.
