Every manufacturer of tights fits different. Trust me. So you first should check to see how if the store/retailer offers exchanges. I usually shop on Amazon or Running Warehouse.
I've got over 20+ pairs of tights... and around 10 pairs of half tights.
My waist is ~30" and I'm 5'4", weight about ~125 toned.
These sizes are true of both pants tights and half tights of the manufacturers for me:
UA tights: Medium (second to the Nike's)
Reebok tights: Medium
Nike tights: Small (first place, always fits the best)
Baleaf tights: Medium
Asics tights: Small (third place)
New Balance tights: Small
CW-X tights: Small
Adidas tights: Medium
Craft tights: Medium
Brooks tights: Medium
Game Gear tights: Small
One thing you really want to be sure of is the thickness of the fabric! If it's designed as underwear, it will be thin, and if it gets wet, it might be see through! Not a good thing! Also, a thicker fabric means it will last a lot longer. Remember, you'll be wearing these like regular shorts, so they need to be thicker. You'll also want something durable when you are stretching and on the ground.
Like I said, I've had really good luck with Nike's half tights, they are thick, durable, and comfortable. I wear them with running briefs, and they wick sweat perfectly. I wear them at the gym when lifting or doing a mix cardio/lift workout.
I can say, they dry so quick they don't leave me soaked when I'm in the gym going from running to lifting. Personally, I think it's a bit more sanitary AND it doesn't leave me sliding all over the weight bench with a wet butt if I was wearing regular shorts.
Another awesome thing about tight shorts and tights in general, you don't run the risk of loose clothing getting stuck in a machine! If anyone ever gave me a hard time about it, I'd love to see them counteract that I'm wearing them for safety reasons. It's a valid point.

Athletic boxer briefs...Hanes makes some nice dry fit ones. I don’t wear the girly skinny ass tights, but thicker almost pants, which don’t have any support. I guess nothing if you like drafty swinging all over the place.
