I have lived in all 3 cities in question. All are horrible places for different reasons including but not limited to rampant and open public drug use, an overwhelming homeless population, crap weather, overly inflated housing, and overcrowding.

It's actually been that way for awhile. Due to my job, I know a few of the people in the video. Another nearby town (Marysville) is really bad and has a very high incidence of crime and violence all directly related to meth and heroin.

Peak Portland was around the 2000's. In the last 10 years the downtown has degenerated and house prices too high. The city does not have the overall size or diverse economy to absorb the incomers or hide the homeless. Austin is the same (the two are often twinned). Seattle, while not an especially nice town, has so many facets it does not need to care about it's image. Portland is almost entirely dependent on it's image . For recreational running it's good but hardly exceptional - the weather suits me, though.

And there you have it. A belief by hard leftists that people are basically good and what to get better. So well avoid actually arresting them. Then the city becomes a nasty hole. Then the problems become so severe that they cannot be dealt with by city government.
