OP here. I agree with you all that my PR's suck in relation to the mileage I've run. 100% agree, that's why I need a change in my training. But yes, my talent level is also incredibly terrible, and my high school PR's are not impressive at all.
Thanks for the help, I know that what's going wrong right now is that my coach has me severely undertrained in season. I do so much volume in the summer to try and make up for that. Sounds like this summer I'll leave it around 100-120mpw but a lot fast with some tempos and fartleks. Other than that I can't do much, I'm a slave to my coach's shit training.

It doesn't work that way -- your idea sounds like a terrible plan. First, I doubt that your poor performances can be explained by undertraining. Crappy coaches overtrain, or train too much speed at the expense of endurance, but they very rarely undertrain. If you run 100+ miles/week all summer or winter, even if you include modest tempos and fartleks, and then immediately start "shit training" that you believe to be shit, then I'm almost positive that you are not going to have a good season. If you seriously believe yourself a slave and the program terrible then you should quit if it will not be improved.
