Your kid ran a good race and you should be proud of him.
As far as his potential is concerned a 1:23 at his age does not suggest he will be running say a sub 1:04 at age 20 or whatever you consider to be out of this world. Sorry, it just doesn't.
I've known at least two kids within a few miles of where I live that cold have run faster than that for a half at that age. I know this because at least for one of them his father would take him on long runs with us and he had no trouble handling the pace. The 13 year old record is 1:18 on this list. I think back to when I was that age and I think I would have had a crack at that.
So, like I said be proud of what he did and encourage him but let's not get out of control.
