This does not answer the question, but when I was stationed at nearby Yokota Air Base in the mid nineties, I used to run on trails outside Omhe on occasion. I recall some sort of totem that had names of past winners on it. There are nice mountain trails just outside Ohme, and some good hills, but I imagine all of the race is run on the roads of Ohme.

I ran the race in 2003. It was a great experience, with over 11,000 runners and fierce competition. That year, the top male was a 2:07 marathoner (Takaoka?), and top females were +-2:25. Back in the 80's, Bill Rogers and Grey Meyer won, I think.
Ohme, or Ome, is a small city outside of Tokyo. The course follows a river, and is an out and back on a narrow, curvy and paved road with undulating hills. Beautiful countryside. I liked the course, but had a horrific race.
The race is a really big deal in Japan, and the awards ceremony featured important Japanese dignitaries, all dressed in suits. Japan's most revered baseball player from some time ago was on hand to present awards.
The race is the "sister race" to the Boston Marathon. Every year, the Boston Marathon sends 2 athletes to run Ohme, and they send athletes to Boston. I couldn't find the website, but I know there is one. You could contact the BAA for more info.

Just finished today. Very interesting course. Not too cold, perfect. Wish I had trained more than just two and half weeks, though.
Sorry for not letting you know earlier but I just found this web tonight. This year seemed to be much more competitive. Did you managed to go. There is another interesting 20km run coming in June called "Suika Marathon", if you participate, you can eat as much watter melon for free as you like.
