At your age and training level who the hell knows. Without more info on your training its tough to judge plus its almost impossible to really figure out your limit. There are guys who are elites who had worse times than you at that age. Odds are you will probably never be elite. Really what limits most is they eventually run out of motivation to improve or deal with injuries, lose interest, etc. The only way to find out what level you can reach is trough years of training.
So in summary yes there's lots of room for you to improve and you may some day be able to be elite, depending on your definition of elite.
If you stay healthy through college, you will run no slower than 13:41.75.

Run daily during the winter, and post again at the end of your junior year.

If you are a guy, it is hard to tell both because we don't know if you are done growing and because you haven't actually started training, yet. Most anyone can do 40 mpw so we know nothing about how injury prone you might be.
