Inconsistent, they've both been very consistent. Hall hasn't finished a race in quite a while. Solinsky races at about 5:00 minute pace well behind the leaders.
I think the reason that Hall isn't as widely discounted as Solinsky is Solinsky had surgery 4 years ago and has never approached the level it would take to make an Olympic team. Prior to the surgery he competed often and consistently well. Hall, on the other hand, has never competed a lot and has had some good performances out of nowhere.
