All teams must consist of athletes from the same high school. Always been that way.
I actually don't see any rule stating they do. Can you post where in the rules it says they have to be?

I'm not going to look it up but the event is limited to participants from the same high school. It is not written down in order to avoid the state associations that won't allow teams to compete after the close of the official season which is typically after the state meet.
Trust me, you won't get Nike to accept an all-star team.

It would be more accurate to say that they won't score your all-star team in the results if they catch on to the fact that not all those athletes are from the same school (though even then, sometimes the regional meet management gets lazy and doesn't fix the results).
One thing is sure, though: you will not be able to qualify for nationals with a team made up of runners from different schools.
