No, we don't agree. In the list, there is 90% of people who are not attached with any Sport Federation in Italy, but are doctors, pharmacists or couriers charged because the Italian specific law. The same people, in a Country like US or UK or Germany, can't be in any list, because there are not charges against them, since what they do is not prosecuted by any national law.
Put in your mind that WADA had the list of ALL the Italian involved in administrating, encouraging and trafficking in doping, so it's not true that WADA bans who broke WADA rules, because there is no WADA rule about the traffic of PED (roids or EPO and similar). In fact, the final target of the list is to inform ANY athlete that, in case of connection with one of the banned names, also themselves can be banned, and this is the third way for banning athletes, after :
1) To find illegal substances in their urine
2) To use the Biological Passport
3) To have connections with banned people, in the list for trafficking in doping.
About Italy, with the current law, there is a very strong action by NOC (Carabinieri), and last year about 400 people involved in the criminal traffic of doping substances were charged with criminal prosecutions.
The main field of acting, for these people, are the gyms, and who goes in the gyms, the most part without any agonistic goal.
The NOCS evaluated that about 40,000 people use roids and other PEDs without any competitive reason, but because part of a "pharmacological culture", and this situation put doped people at the same level of drug addicted, creating a catchment area which grows every year.
So, the main point is to hit who provides drugs, part of a criminal system that extends also to the agonistic sports its tentacles.
Italy, facing the problems, tries to get its house in order, and doesn't seem that Canada or UK try to do the same.
And, last thing : you need to become able to distinguish between marshalls and criminals, when we speak of doping. But probably for you it's difficult, because you don't have specific marshalls facing this problem.
