The recruiting services hurt you more than help you. If you are a borderline scholarship athlete then it can give the impression that you (or in too many cases your helicopter parents) are expecting more than you are worth. Coaches also know that they are sending blanket mailings and that the athlete may not have any interest in their school. If you contact a coach then the coach knows that you are at least slightly interested in the school or program. In a sport where hard work and focusing on the details count paying someone to do the basics doesn't create a good impression.

If you are interested, provide your email address and I will send you a guide of how to approach the whole process. I am a high school coach and our athletes have a very good record of receiving attention and aid due to being proactive. I have constructed a guide of how to get started in selecting a school and the process involved. If it does not look like it will help, trash it.

I wouldn't do it. With all the databases in place for Track and CC it is too easy for coaches to get all the info they need. Several coaches told us they didn't know how coaches recruited before the internet. Its not the whole answer but its certainly the first step to identifying prospects for many coaches.
I don't see any harm to taking advantage of free sites, but I wouldn't pay for exposure from groups like NCSA. HS and Club coaches are also a great resource for recruiting assistance.
Reach out to schools you are interested in with direct communication and filling out their questionnaires. Check out their conference meets on tfrrs, if you can score at conference meets they will likely have some level of interest.
