So, I'm pretty sure that depends on what state you live in. One of the problems that transgender people are facing today has a lot to do with choices about body modifications and "bottom surgery" (genital modification). While older generations of trans people often wanted to "pass" as the opposite gender by taking hormones and getting surgery, many in younger generations will take hormones, for example, but not have genital surgery.
But I'm pretty sure some people who don't have the surgery have had trouble getting a different ID, changing government documents, etc. So, I don't think you can just proclaim yourself a woman and get a new social security number, etc. Medical authority is very important in many locales in determining who can and cannot claim to have transitioned from M to F or vice versa.
This may have to do with our cultural understandings of trans people: the idea that people were somehow "born into the wrong body." If that's our medical/scientific explanation, then it makes perfect sense that trans people would be expected to get the "right body." If they don't, then they're not legitimately trans.
But, this thinking is changing in recent decades. Many people are interested in challenging the idea that gender flows naturally from one's physical body and that having a male or female body should determine your social gender--man or woman, masculine or feminine. From what I can tell, this is the stuff that really angers people. Gender is such a huge part of most people's identities that shaking up this core concept is threatening. It's particularly threatening to many people when a man decides to become a woman. Maybe it's because he has willingly let go of being the "superior" gender. Maybe it's because having a large number of trans women in the world increases the risk that a heterosexual man will find himself attracted to somebody who was once a man. Worse yet, he could have sex with her.
I will say this: ideas about gender and sexuality are changing very quickly. It would not surprise me if, in the future, you could walk into your office and proclaim yourself a woman without changing your body and have many people accept you as such.

I have a few questions. It may seem insensitive, but it stems from legit ignorance.
What's the difference between a man that likes to dress in a classically feminine way, and one that self-identifies as a woman?
If gender is a social construct, then how does one self-identify with one of the social constructs? Or are the genders not social constructs, and so then people can be born with a sex that's opposite of their gender? This legitimately confuses me.
Even if one's self-identified social gender varies from their physical gender, that wouldn't change their physical gender, right? Right now Caitlyn could still reproduce with a woman. Doesn't that make Caitlyn a man*? Even if dressed in a classically female way?
With all that said, Caitlyn, and anyone going through something similar, are free to do whatever they want. I'm glad if they're able to find happiness is this difficult world.
*Of course there are men that are sterile or unable to conceive for various reasons. This doesn't make them "not a man". But being ABLE to procreate with a woman would make one a man, right?
Anyone can decide themselves what someone is. You don't have to agree with a person making a claim. Bruce claims he is a woman. That's his own opinion. I wouldn't say it to his face, but he is a man. At the very least he should have genital surgery if he wants to be woman. I don't understand how someone who has a penis can say they are a woman.

Therein lies the problem of you to understanding an issue because you can't experience it yet refuse to take the word of people who do experience it. I sure as hell don't know what it is like to want to be a woman but because I know I don't I have to take the word of men who feel like they should be women. I realize this because I sure as hell know what it is like to be physically and emotionally attracted to men and I despise people trying to tell me it is a choice for me.Even more important, why the eff does anyone care what Caitlyn wants. Not true. There have been records of transgender across different cultures longer than the world has been 'industrialized.' It's not a new concept. Many older societies had so-called third genders.
This ain't anything new in humanity it's just getting more attention these days.
