why would you need your own outdoor track?? Thats the silliest thing ever. Otherwise, you'll just have to buy up some land. Not much land is required to make the track.
However, the cost is approx. $400K for a quality one.

not my own track, but my own cross country course! i have a 3.8M loop thru the woods that stays completely on my property (without loops or other adders). but it's a little too hilly and root-laden to be rupp-certified, so maybe it shouldn't be considered legit.

Static tracks are for the poor. I have a ROLLING indoor track.
I have 42 acres. I built my own running trail with stone dust. 1.8 mile loop.
I believe Michael Johnson has his own outdoor track.
Renaud Lavillenie has a PV setup in his driveway (though it is only suitable for a very short approach). Home PV Pits are actually not that uncommon. I don't have the yard space...maybe someday
My brother-in-law has his own baseball field. Growing up, he actually had a long jump pit at home. He convinced his siblings to pitch in to purchase the sand. They had mini track and field meets as kids!
In a similar vein to White, I think Travis Pastrana has some cool stuff at home as well.

My house backs up to a 20 acre flat field owned by the city, it is technically a park. No one ever uses it, except me. I have a field leveler (giant metal spool that gets filled with water) to flatten out the small bumps and mow the grass to a (almost) perfect 400m track. Next purchase is a chalk or line painter so I can get rid of the flags that I currently use to mark the straights and curves.
FWIW, Shaun White's half-pipe was a snowboarding half-pipe (he may have a skate one, too), and it would not fit in anyone's backyard. It also wasn't his. It was GoPro's. They built it for him to practice new tricks.

Anyway, my good friend just bought a bunch of acreage in a nearby town and he is in the process a fire-clearing it right now with drip torches. He hired a big group of guys from the local forest service to do it. When that is done, we are going to get a couple of bobcats and clear a 6 ft-wide trail that will be exactly 5k long. We have already measured it with a wheel. It is a large figure eight, most of which is under the cover of forest. One part enters a large clearing for approximately 600 meters. Two minor climbs but fairly flat for the most part. We are going to level a few parts out with a skid steer and then cover it with wood chip mulch from some trees he is felling. Should be a summer-long project. He is building a house on the land, so he will literally have his own 5k XC course when it is done.
