I would put him a close third behind Geb and Bekele if he's able to accomplish both of these.

Are we counting El Guerrouj as a distance runner? I think it would be hard to put Kipchoge in front of El Guerrouj despite that one win at worlds. El Guerrouj has 3 outdoor world records, 2 indoor world records, and obviously more Olympic/World Wins than Kipchoge.
I think we will have to wait and see what happens at 2016 Olympics before we can update the all time list. We'll have to see things like:
Will Farah defend one title? BOTH titles?
Will Lagat get a medal or win?
Will Kipchoge get a medal or win?
I think Farah Lagat and Kipchoge are close to even right now in their ranking. After 2016 we will know for sure.
