T&FN is its own authority on HS and collegiate records because USATF doesn't keep those. But USATF does keep American road records and is the generally recognized authority.
In July of last year Competitor Running Group issued a news release that Lagat's time would not be submitted as a record because the course was short. There was no ambiguity or "maybe" about the release.
I'm sure T&FN put up Lagat's mark as pending after the race and hasn't got around to taking it down.
USATF does indicate Lagat's masters mark from Philly 2014 as pending on the masters list. If his Carlsbad open mark were pending it would be on the USATF open list. It's not and it's not happening.

That link is just the old record and the new one could not have been ratified yet - were is the link about the course being short?

OMG BAA set up an american record at the 5k. They made sure the carlsbad race directors mis measured so lagat could not get the record. Yes they knew he would win in a new record. Then they secretly doped ben true as he prepared for this race. Finally paying a handful of guys to push the pace but not out kick true for the win. This is crazy first meb now true give me a break BAA.

USATF requires a .1% margin of error factor for all certified courses. For 5k that's 5 meters (or 16 feet). As I interpret Competitor's report, the course marking mistake at Carlsbad 2014 chewed up that margin of error in addition to making the course 13 feet short of 5k on absolute re-measurement.
So, on apples-to-apples comparison to other certified 5k courses, Carslbad 2014 was "really" about 30 feet (10 meters) short.of what it "should" have been.
Whatever the interpretation, bottom line is no USATF record.

Does this mean she can run much faster on the track?
I mean shed be runnning on a mondo surface with spikes and later int he season, you would think she'd be able to break 14:40 on the track.
I could be wrong, I'm not sure about how much faster track is than roads.
considering that the world record is only four seconds faster on the roads, but 38 seconds faster on the track, I'm going to say that Molly has a shot to drop a lot of time off of her American record on the track. Maybe Rowbury will still have no shot at her in a fast 5000m.
