On the left side of the road you are MUCH safer. An oncoming car can't hit you because you can, well....see it and take evasive action. It gives you vision of all intersections as well.
The only way to get hit running on the left side is if some driver on the right side of the road drifts all the way over across the median and into you. It has happened before, but that's getting into freak accident territory.
On a bike you don't have the luxury of seeing drivers coming at you. If a driver behind you drifts a foot or so they can clip you, which can be anywhere between scary to lethal. Not to mention your ability to take evasive action on a bike is limited. As a runner you could make a scrambling leap right over the ditch next to the road and get out of the way. You can get out of the way of a car in the same manner on a bike...but if you do there you are hitting the deck. Hard.
Anyway you cut it running is far safer than cycling.
