No, the clock runs the same speed for men and women. Objectively, Radcliffe was 10 mins slower then the world record. Any other interpretation is subjective.

Jonathon Edwards' WR at '95 Goteborg WC was 18.29 (60'1/4") not as previously mentioned here.
Lance Armstrongs 7 consecutive tour victories, okay not clean but to keep him out of harms way, to hide the dope, to not crack under the pressure it's absolutely incredible. Maybe not one to celebrate? But It's truly amazing.

12:37 was marginal improvement on Haile's 12:39. No way it makes this discussion. Komen also ran 12:39.
Keeping this to fairly recent distance WRs, Komen's 3000 and Haile's second 5000 stand out. While Haile's was improved upon (including, impressively, by himself - TWICE!), it was a freakin' ELEVEN second improvement at that relatively short - and very well-contested - distance. Amazing. From a legends-couldn't-(and still haven't)-touched-it standpoint, Komen's 3000 might be the best. Namely, neither Haile nor El G nor Bekele - in their primes - came close (although I've also always wondered if Komen also perhaps set a WR for EPO use prior to that, but....). I suppose one could also argue that El G's 3:26 is in that Komen/3K neighborhood, too.

Mike Powell's LJ record is not even the true WR. That belongs to Ivan Pedroso who was victim of the worst WR robberies ever. Pedroso broke the record in '95 in Italy, it was clean, wind was +1.2, the mark even remains an official mark. Yet the Italians refused to ratify the record. (They came up with some ridiculous excuse, said some guy was blocking the anemometer, which was proven on video to not be the case, and it still had a reading of +1.2, so couldn't have been blocked)
Much speculation as to the real reason why. It probably was political. There was a Mercedes given to any WR back then and they didn't want to give it to Castro.

This is good benchmark - the second best 24-hour run is only 91% of this.
If we're talking about any world record at any point in time, I'll go with Bannister's sub-4.
