Brian Wilson at his peak was probably the greatest songwriter (with all due respect to Mr. Dylan).
He wrote / produced / arranged / sang on Pet Sounds at the age of 23. Lyrics with the help of Tony Asher.
Not much of a performer however. He never enjoyed it and purposefully stopped in '65 to focus on song writing.
If you take out the performer part you'd be hard pressed to find a more accomplished and prolific songwriter than Ryan Adams from say 2000-2014. While he has slowed down a little the last few years, this guy has put out so much quality music in a short period of time. A true genius.
